has been made on this mandate, many schools still segregate students
with disabilities from mainstream students. The heart of the problem
is the lack of a school-wide belief system, says a noted professor

'Looping' program
alleviates transition anxiety for students
For 11 years, teachers at a Kansas elementary
school have taught students for two years at a time in fully inclusive
classrooms. The school's psychologist says the 'looping' program
helps the school meet its mission of providing education in an inclusive
setting and aids students on the fringe of being identified as needing
services.
